This week, the federal government announced that it would be requiring all public servants to work in the office at least 3 days per week, with very few exceptions. That has led to the Unions representing these workers to put together formal complains on the move, arguing that this decision undermines the collective agreements in place.

Currently, each department has been allowed to set its own policies, and while all have required some level of in-person work, the specifics of that have varied widely. Last spring, PSAC negotiated a clause in their new collective agreement that would require managers to assess remote work requests by individual, rather than by groups. They argue that these new changes run counter to that agreement.

The complaints include that the Treasury Board is not negotiating in good faith, that the Board has broken the Labour Relations Act by changing rules while negotiating a new deal, and that the move is based off of political considerations rather than productivity concerns. Municipal politicians in the city of Ottawa have been advocating for mandating a return to office for all federal employees because of the reduced traffic to local businesses in Ottawa’s core. At the end of March, Premier Ford echoed that call for the same reason.

The federal government is requiring that all government departments implement the changes by September, while the Unions have vowed to fight the new mandate.
