Prime Minister Mark Carney New Federal Cabinet Analysis

Prime Minister Mark Carney's newly appointed cabinet, unveiled on May 13, 2025, notes a substantive departure from his predecessor Justin Trudeau. Carney has streamlined the cabinet from 39 to 28 ministers, with the mission to create a more responsive and efficient government capable of addressing Canada's economic, security, and tariff challenges.

Prime Minister Mark Carney Unveils New Cabinet

While some notable mainstays of Trudeau’s Cabinet Ministers remained, there were a number of new faces brought into Cabinet.  Perhaps most significantly Joel Lightbound is a new Cabinet Minister assigned to Public Services and Procurement, with the newly added responsibility for Government Transformation.  On a similar note, we will also see the former broadcaster and new M.P. for Toronto Centre given a full portfolio as Minister of Artificial Intelligence and Digital Innovation and Minister responsible for the Federal Economic Development Agency for Southern Ontario.

A brand-new Ministry and a brand-new Minister there will be an opportunity for industry to be a large part of assisting Minister Soloman with an understanding of these emerging technologies and engagement from industry with this new department. Considering much of the 2024 budget announced on A.I. went to economic development agencies, in particular FEDDEV, it will be interesting to see how Minister Soloman engages with stakeholders and incorporates already announced A.I. funding.

Carney’s cabinet appointments indicate a strong adherence to economic strategy, to include reducing reliance on U.S. trade, implementing middle class tax cuts, and eliminating provincial trade barriers by July 1, 2025. Despite these initiatives, the government’s fiscal outlook projects a deficit of C$62.3 billion for 2025-26, up from the previously forecasted C$42.2 billion. Carney has already stated that his government will be looking to streamline processes and operating expenditure.

Key Appointments

  • François-Philippe Champagne remains as Minister of Finance, maintaining continuity in fiscal policy while in a time of uncertainty from external as well as internal pressures. We will keep our eye close, as we suspect there may be forthcoming spending bill tabled in June 2025.
  • Dominic LeBlanc retains his role overseeing U.S. trade relations but is also expanded to inter provincial trade and economy at large. This solidifies his reputation as ‘Minister of Everything’. Minister LeBlanc should be continued to be a welcome in terms of being Canada’s leading face in trade and security negotiations with the United States.
  • Evan Solomon has been appointed as the inaugural Minister of Artificial Intelligence and Digital Innovation, making good on a campaign promise for a sole focused Ministry committed to technological innovation and digital economy.
  • Mélanie Joly, Minister of Industry and Minister responsible for Canada Economic Development for Quebec Regions. Minister Joly will fill a key area crucial to Canada’s economic wellbeing as well we anticipate continued focus on stakeholder relations.
  • Joel Lightbound, Minister of Government Transformation, Public Works and Procurement. Joel has been tasked with the procurement portfolio with the addition of Government Transformation.  We will keep a close watch on mandates and issue of mandate letters to see just how far ‘transformation’ will go.
  • Tim Hodgson, Minister of Energy and Natural Resources.  Minister Hodgson is a newly elected member of parliament who brings a wealth of previous experience which includes head of Goldman Sachs and Chair of Hydro One.  Minister Hodgson will be tasked with executing energy and resource development from inception to completion.
