About Francis
Francis Drouin is a seasoned public policy expert, former Member of Parliament, and trusted advocate for Canadian agriculture with nearly two decades of experience in government relations, political strategy, and stakeholder engagement.
From 2015 to 2025, Francis served as the Member of Parliament for Glengarry–Prescott–Russell, during which he was appointed Parliamentary Secretary to the Minister of Agriculture and Agri-Food. He played a central part in his caucus to defend farmer interest of all sectors to shape federal agricultural policy, championed innovation, rural economic development, and workforce access across Canada’s agri-food sector.
He was a key voice on regulatory issues such as front-of-pack labelling for red meat, carbon tax removal for grain dryers and led caucus support to develop a national preparedness strategy for African Swine Fever.
Internationally, Francis served as President of the Assemblée parlementaire de la Francophonie (2022–2024), leading a multilateral body of over 90 parliaments. There, he guided institutional reform, advanced parliamentary diplomacy, and built international coalitions to promote democratic governance and global collaboration.
Prior to his parliamentary career, Francis worked as a consultant with The Capital Hill Group, where he developed winning government relations and procurement strategies for clients in technology & defence.
Known for his no-nonsense & collaborative approach, and deep ties across multiple political parties and industry circles, Francis has built a reputation as a bridge-builder and tireless advocate, particularly for Canada’s agriculture and agri-food industries.
He is fluently bilingual and holds a Bachelor of Commerce (Entrepreneurship) from the University of Ottawa.
