Quebec Releases its 2026-2050 Integrated Energy Resource Management Plan (PGIRE)
The Government of Québec has released the 2026–2050 Integrated Energy Resource Management Plan (PGIRE), a strategic framework that establishes the long-term direction for Québec's energy policies over the coming decades.
More than a traditional planning exercise, the PGIRE represents a fundamental shift in policy. Energy is now positioned as a central driver of economic development, competitiveness, energy security, and decarbonization.

Ambitious Objectives
The government has set out several major objectives, including:
- Adding 150 TWh of renewable energy by 2050 equivalent to approximately two-thirds of Hydro-Québec’s current annual electricity production.
- Developing 100 TWh of additional electricity generation.
- Producing 50 TWh of bioenergy.
- Achieving approximately 50 TWh in energy efficiency gains, effectively treating energy efficiency as a new source of energy supply.
For comparison, Hydro-Québec currently generates just over 200 TWh of electricity annually, illustrating the scale of the transformation envisioned over the next 25 years.

The PGIRE acknowledges that Québec’s era of abundant energy surpluses has come to an end. Future electricity demand is expected to be driven by:
- Transportation electrification;
- Industrial decarbonization;
- Building electrification;
