Saskatchewan 2026-27 Budget Overview

Saskatchewan Finance Minister Jim Reiter tabled the provincial government’s 2026-27 Budget, Protecting Saskatchewan.

The Budget focuses on lower taxes, improved access to healthcare, safer communities and infrastructure investments to maintain a strong and growing economy. Last month, Premier Moe said to expect a deficit and that there will be no move to raise taxes or cut services despite dwindling revenues. The 2026-27 Budget projects $21.4 billion in revenue and $22.2 billion in total expenses, resulting in a deficit of $819 million.

The following investments and initiatives may be of interest to CHG clients:

Protecting Our Jobs and Economy

  • Maintaining the small business tax rate at one per cent, benefiting more than 35,000 small businesses and saving them over $50 million annually in corporate income taxes.
  • Continuing the Small and Medium Enterprise Investment Tax Credit, a three-year pilot program offering a 45 per cent non-refundable tax credit to encourage investment in Saskatchewan-based manufacturing businesses.
  • Strengthening Saskatchewan’s international engagement and market diversification efforts through the province’s global network of trade and investment offices.
  • Advancing internal trade efforts, including work to reduce barriers through the Saskatchewan Internal Trade Promotion Act.
  • $2 million invested in the Saskatchewan Geological Survey’s Public Geoscience Initiative to improve access to geoscience data and encourage new mineral exploration.
  • $4 million provided for the Targeted Mineral Exploration Incentive, supporting mineral exploration and continued growth in Saskatchewan’s mining sector.
  •  Expanding the Saskatchewan Technology Startup Incentive to include life sciences companies, creating new opportunities for innovation-driven businesses.
  •  $3 million investment in the Vaccine and Infectious Disease Organization (VIDO) as it becomes Canada’s Centre for Pandemic Research.

Protecting Healthcare

  • $1 million to pilot virtual primary care projects to improve access, particularly for rural and northern residents
  • $4 million to expand home care services and advance a province-wide home care software replacement.
  • Province-wide implementation of the Virtual Access to Addictions Medicine program to improve timely access to addictions care.

Protecting Communities

  • Nearly $400 million in Municipal Revenue Sharing , an 8.5 per cent increase from last year, providing predictable funding for cities, towns, villages and rural municipalities.
  • $712 million in total direct provincial support to municipalities, an increase of $47 million.

Protecting Infrastructure

  • $5 million for equipment and information technology at the Saskatoon Urgent Care Centre
  • Approximately $1.7 billion through SaskPower will support Saskatchewan’s electricity system to meet increasing demand and ensure long-term reliability and energy security
  • $433 million through SaskTel, for information and communications technology infrastructure. This funding supports continued fibre deployment, 5G expansion and network modernization to ensure fast, reliable connectivity across Saskatchewan.

Conclusion

Saskatchewan’s 2026–27 Budget, Protecting Saskatchewan, delivers a pragmatic balancing act: holding the line on taxes and services while managing an $819 million deficit driven by lower revenues. The province is doubling down on economic resilience through small business tax relief, investment incentives, and expanded support for mining, tech startups, and global trade.

At the same time, targeted healthcare funding aims to improve access in rural areas through virtual care and expanded home care, while municipalities receive increased, predictable funding to support local growth. Significant infrastructure investments in energy, telecommunications, and urgent care signal a forward-looking push to strengthen long-term economic stability, connectivity, and service delivery across the province.
